Code of Ethics

 
In 2016 amendments to the Municipalities Act & The Municipalities Regulations required all councils adopt a Code of Ethics/Conduct due to the rise in high profile incidents involving council members.  

The Municipalities Act provides the legislative framework for Saskatchewan’s towns, villages, resort villages and rural municipalities. Municipalities have the responsibility to: 

• deliver good government; 

• provide services, facilities or other things that, in the opinion of council, are necessary or desirable for all or a part of the municipality; and 

• develop and maintain safe and viable communities. These are broad and important responsibilities. 

 

The implementation involves managing and balancing resources to meet both current and future municipal needs.

The purpose of this code is to outline basic ethical standards and values for members of council. The Code of Ethics is to be used to guide members of council respecting what their obligations are when fulfilling their duties and responsibilities as elected officials. These requirements are vital to the integrity in the decisions and day-to-day operations of the municipality.

This Code of Ethics extends to members of ALL municipal bodies including boards and committees to which individuals are elected / appointed.

 

What is a code of ethics anyway? 

  • Defines standards of behavior that are expected of council and municipal bodies members to meet in their dealings with each other,  employees, committees and boards, and the public. 

  • Guiding the disclosure of Conflict of interest - this legislation protects the public interest by prohibiting members of council from participating in decisions in which they have a personal interest 

  • Ensures all members of council and other municipal bodies shall adhere to the code of ethics, rules of conduct and legislated requirements or face sanctions for contravention(s) of the code.
